 According to the Decision of the Executive committee of
Palestine Liberation Organization (PLO) on 5th August,1985.
the PLO Executive Committee Member, Head of Education and Higher
Education Department, Late Yaser Amro, was mandated to set the special
bases and necessary systems for establishing the Palestinian National
Commission for Education, Culture and Science within the framework of
the Educationand Higher Education Department of PLO.
On 6th
may,1992, His highness President Late, Yaser Arafat,endorsed the
charter of the Education and Higher Education Department - decision
No.4217 - stating that a commission should be formed in the Name of
Palestinian National Commission for Education , Culture & Science with a
special charter for this purpose. Then late Jihad Qarasholli was
appointed as a Director General for the Education and Higher Education
Department of PLO , and a Secretary General for PNCECS , This National
Commission had practiced its tasks within this framework till it was
re-composed in homeland by the end of 1994.
On 8th September His Highness President Late
Yaser Arafat, Issued a decision for re-composing PNCECS in Ramallah City
and appointing Late Jihad Qarasholli, Abu Manhal, a Secretary General
for it. Since then PNCECS practiced its tasks within the framework of
the Pressidents Office till 10th March , 2005 when His
Highness President , Mahmoud Abbas , Abu Mazen issued a Presidentical
Decree by which he annexed PNCECS to the Education and Higher Education
Department of PLO.
On 10th July ,2005 His Highness President ,
Mohmoud Abbas , Abu Mazen , issued a Presidential Decree , by which he
annexed PNCECS to the Ministers Council, and appointed Mr. Hisham
Mustapha in a rank of Undersecretary, as a Secretary General, successor
of Late Abu Manhal, and formed a Supervisory Body presided by the
Minister of Education, and the membership of the Minister of Culture and
the Secretary General of the Ministers Council.
On 16th
February, 2006, His Highness President, Abu Mazen, issued a presidential
Decree by which he cancelled his previous Presidential Decree, and
re-annexed PNCECS to the Education and Higher Education Department of
PLO; and he issued a Presidential Decree by which he promoted Mr. Ismail
Tellawi to the Rank of Secretary General of PNCECS in the Rank of
Undersecretary , successor of Mr. Hisham Mustapha who retired.
On 15th Augat,2006, His Highness President , Abu
Mazen , mandated Mr. Yahya Yakhlaf to preside PNCECS till further
notice.
