PNCECS forms technical committees specialized in education, Culture, Science , information, communication and environment. Such  committees consist of professionals and experts in such fields selected from different governmental sectors. Those different governmental and non-governmental sectors . Those members are not committed to daily duties, and they receive little remunerations for each meeting .

The task of these committees is to assist and contribute to set and develop the general policies of PNCECS, prepare  necessary research required from Palestine to be submitted to the concerned organization.

The committee meets once every month, and contacts continue with the coordinator of the technical committee in accordance with the bylaw of such committees.
