The Secretary General manages the daily work of PNCECS. This Secretary General is appointed by a presidential decree issued by His Highness the chairman of PLO and President of Palestinian National Authority. The Secretary General runs the administrative and technical work of PNCECS. He follows up the communications regarding the Palestinian projects submitted by the ministries and governmental and   non-governmental institutions to the Arab, Islamic and international organizations.

The  Secretary General is assisted by a sufficient number of administratively and technically qualified staff who are appointed in accordance with the job system applied by the Palestinian National Authority. The staff of the Secretary General of PNCECS administratively follow the General Personnel Council, and financially follow the Ministry of Finance of Palestine National Authority.
